Categorization makes sense at a low level of complexity. High level of complexity cannot use this top-down approach as the complexity increases with size.
Other organization systems that doesn't rely on categorization (like Zettelkasten) can grow without increasing too much in terms of complexity. Basically, you don't need to add extra layers to embed higher level because everything is at the same.
Categorization = Having a singular book with everything in it.
Organization = Having a bookshelf of books that vary in size and complexity.
Reminds me of: the archive in the Name of the Wind in Patrick Ruthfuss. Organization systems based on categorization are impermanent. People will disagree on the categories, and on how to organize those categories.
