You need powerful nodes or cluster of nodes that are able to change the system without too much resistance.
However, that doesn't mean that there should be no bottom-up consideration (consultations) before that decision is taken. Quite the opposite! Understanding how systems work allow you to build awareness and with that awareness, you can make a better decision.
