Solving a system's symptoms (problems), there are two approaches

  1. You identify the root cause (this can be hard to do or even misleading)
  2. You try to 'balance' the system

Because Systems are more than the sum of its parts, fixing one variable may lead to false conclusion about a system and may lead to unintended consequence. Simple fixes will fail if the understanding of the system is too shallow.
