You can tell people what to do, but for people to go along with whatever they are asked to do is for them to want to do it. Intrinsic motivation beats rewards for complex tasks.
So if you want to organize people, you need to provide a direction/vision. People from there will organize themselves in networks.
The clearer the vision is -> the why, how and what -> the easier it will be for people to self organize. Self organization is easier when the function is clear
