According to Luhmann, social system have their own language to increase the likelihood for successful communication - that he calls success media (compared to dissemination media).
So to change that system, you need to use the language of said systems to be understood. Like convincing French people using the English language that they should do this or that. Even if they understand you, it is only when it is communicated in French that it can create change.
